Dr. Çiğdem NASTez Türü ve Tarihi: Yüksek Lisans - Temmuz 2004ÖZETAVRUPA BİRLİĞİ'NİN BÖLGESEL POLİTİKASI VE ADAY ÜLKE OLARAK TÜRKİYE'NİN UYUM SÜRECİNevra ESENTÜRKEndüstrileşme ve modernleşme hareketlerinin etkisi ve teknolojinin gelişmesiyle hızlı bir gelişim ve değişim sürecine giren dünya devletlerinin bölgeleri arasındaki gelişmişlik düzeyindeki farklılıklar ile ekonomik ve sosyal refah dağılımındaki dengesizlikler bölgesel politikaların önemini giderek artırmaktadır. Bu çalışmada, Avrupa Birliği'nin üye devletlerinin bölgesel kalkınma çabalarını uluslarüstü düzeyde koordine ederek, bölgeler arasındaki eşitsizlikleri azaltmak ve ekonomik ve sosyal birleşmeyi sağlayarak Topluluk vatandaşlarının topyekün refahını yükseltmek amacıyla oluşturduğu bölgesel politika ve 1999 Helsinki Zirvesi'nde "aday ülke" statüsü kazanan Türkiye'nin de dahil olduğu "Katılım Öncesi Strateji" çerçevesinde Türkiye'nin bu politikaya uyum süreci incelenmiştir. Çalışmada, AB'nin bölgesel politikası temelinden yola çıkılarak, konu beşinci genişleme dalgası perspektifinde irdelenmiş ve bu perspektifte Türkiye'nin mevcut bölgesel politikası, AB'nin bölgesel politikasına uyumu konusunda içinde bulunduğu süreç ve geldiği son nokta işaret edilmiştir. Bu şekilde, yapılan incelemede Türkiye'nin, AB'nin çizdiği yol haritası doğrultusunda bölgesel politikaya uyumu konusunda başarıları, eksiklikleri, yetersizlikleri ve yapması gerekenler ortaya konarak üyelik müzakerelerine başlama eşiğinde olan Türkiye'nin katılım öncesi süreçte, AB'ye üyeliği halinde bölgesel politikaya uyumunu kolaylaştıracak idari, kurumsal ve hukuki altyapıyı oluşturmasının önemi vurgulanmıştır. Böylece, Türkiye'nin AB'ye üyeliği perspektifinde mutlak bir zorunluluk olan bölgesel politikaya uyumuna yönelik kararlı adımların atılması gerektiği sonucuna varılmıştır. This has accelerated development differences and imbalances in the allocation of economic and social welfare between the regions of states, enhancing the significance of regional policies. In this study, EU regional policy, which was established to reduce regional disparities between the member states through coordinating national regional development efforts at the supranational level and to increase the prosperity of all Community citizens entirely through providing a balanced socio-economic cohesion, and Turkey's adaptation process to EU regional policy after getting the 'candidate country' status at 1999 Helsinki Summit, within the framework of 'Pre-Accession Strategy' are discussed. The study, starting from the basics of EU regional policy, examines the issue within the perspective of the fifth enlargement phase of the EU. In this perspective, Turkey's current regional policy, the process of Turkey's adaptation to EU regional policy and Turkey's latest position are pointed out. In this way, in the study the progress, deficiencies, insufficiencies and requirements of Turkey concerning adaptation to EU regional policy in line with the roadmap drawn by the EU are found out and the significance of establishing the necessary administrative, institutional and legal structures to ease the adaptation to EU regional policy once Turkey becomes a full member of the EU is emphasized. In conclusion, depending on the findings of the study, it is required that decisive steps be taken for further progress in adaptation to the policy in concern, which is an absolute must for Turkey on the way towards accession to the EU.Keywords: EU Regional Policy, the Fifth Enlargement Phase of the EU, Pre-Accession Strategy, the Regional Policy in Turkey.
